Concept Proposal

Overview

 

This concept proposal is in response to MARTA=s extension plans in South DeKalb County. Commonly referred to as the ASouth DeKalb-Lindbergh Corridor,@ a commissioned study purporting to best meet MARTA=s general and community criteria of operating efficiencies, cost efficiencies, environmental effects and transit-oriented land use overlooks some very important advantages of a line farther South. Intuit Creative Ideas Manifested, (ICIM) Inc. presents a feasible and affordable alternative route, which will serve the greatest number of citizens in the most under-served area of the MARTA service area. Simultaneously, if implemented, this concept addresses MARTA=s desire to be a positive influence on economic development in metro Atlanta, while strengthening its current route structure.

 

Proposal

ICIM=s proposed route will integrate the largest under-served area in metro Atlanta as an integral part of MARTA=s service area. South DeKalb and East Atlanta presently are the weakest links in an otherwise strong transportation system. These areas are like a forgotten corner, neither connected to nor benefitting from the phenomenal growth and prosperity in this region. A rail line beginning just South of West End between Oakland City and Lakewood Ft. McPherson stations running east intersecting I-20 between Moreland or Maynard Terrace would open up a declining area to redevelopment. Proceeding along I-20 all the way to Lithonia would forge a stronger service and economic link solidifying MARTA=s role as a positive force in community development. Providing a huge return on tax dollars through increased service, this proposed route would anchor growth and development in an intact traditional African American community.

 

 Cost Benefits

This line would increase and stabilize property values in East Atlanta, and would be far less costly than any other route considered. By connecting with and following along I-20, this route would reduce the need for large right-of-way purchases. Necessary purchases of right-of -ways would not draw prime real estate prices. As in most large cities, constructing the line down the middle and along the edge of I-20 using raised tracts would create even more saving. Such a construction plan would drastically slash present estimates for a South DeKalb extension.

 

Environmental Benefits

Following I-20 would place passengers within a short walk of all major shopping areas between Atlanta=s newest development along Dr. Martin Luther King, Jr. Drive all the way to Lithonia, Georgia. More important, it will make it convenient for consumers to travel to areas now only accessible by automobile or bus. Furthermore, an I-20 east route would positively impact commuter traffic and its harmful affects. Precisely, it would make it convenient for suburbanites coming in and out of Rockdale and Henry Counties to park and ride downtown.

  

Community Impact

Such a line could impact unemployment and mobility of the elderly in these areas by providing ready access to all areas of metro Atlanta. It would remove a huge cost in time and resources for one-car families. On the other hand, those without an automobile will be free to consider employment in areas where an automobile is a must.

 

Cost Reduction

Another strength of this proposal is it will positively impact MARTA=s current length and number of bus routes serving this area. Adding an east line, as proposed, would allow most routes to run North and South connecting with trains for transit downtown. This system would reduce the total number of routes required, but allow MARTA to improve bus serve to other areas.

 

Conclusion

This proposal addresses MARTA=s general and community criteria in a way that serves the greatest number of under-served citizens in the MARTA service plan, while making a significant contribution to the growth and development of an area in decline. The proposed line will produce a net profit for MARTA, not only in rider ship, but will allow MARTA to shoulder its environmental commitment in a responsible manner. If adopted, this proposal offers many benefits, chief among them are increased rider ship, extension of service to under-served areas, streamlining of unprofitable routes, reduction in number of buses needed to serve this area, strengthening the park-ride program, increasing MARTA=s profitability, and reducing air pollution and its harmful affects. The I-20 East line is the most feasible, affordable and profitable alternative, which meets all of MARTA=s service plans.
