Questions for DeKalb County's Elected Officials
1. According to an application by the county to the Corps of Engineers, plans are in the works to enlarge Seminole landfill and provide for recreation and greenspace adjacent to it. When the county proposed purchasing property near Ward Lake for that purpose, area residents vehemently opposed this location because of pollution. What is your position on current plans for Seminole Landfill?
2. Will area residents receive timely notice, as well as have input in the decision-making process before plans are adopted to increase the size of the landfill and before any playgrounds are placed on or near it? What do you plan to do to inform citizens about current plans to increase awareness about alternatives should they not agree with county's plans for the landfill?
3. What is the status of arts funding for South DeKalb County? What plans are in place to equalize arts and recreational funding across districts in DeKalb County?
4. When and why did Soapstone close? What role did it play in arts for South DeKalb? Is there an historical record for the now defunct arts center that can be viewed by the public? If yes, where is it housed?
5. What happened to plans to build an arts center in South DeKalb County on Rainbow Drive on the site of the old Mathis Dairy.
6. What happened to the money which was appropriated for the proposed center?
7. At the county wide meeting held a few weeks ago, the representative from The DeKalb County Arts Council said he was currently involved in developing plans for an arts center in South DeKalb but he did not give any specifics. Are you aware of such plans? If so, who selected the particular people and how does one become involved in this process?
8. When does the county plan to do its redistricting? Will there be public hearings?
9. Can the country eliminate at-large districts without amending the county's charter? What role do you envision at-large districts playing in the welfare of the county? Are you in favor of at-large districts?
10. Would you favor eliminating the two at-large positions and going with 9 single member districts or some larger number? Such a plan would reduce the workload on present Commissioners and provide greater representation for DeKalb citizens.
11. I would like to clear up a few issues left over from the previous administration regarding support for the arts in DeKalb County. First, the DeKalb Arts Council under the old administration was like a hybrid off to one side, more of a quasi-hobby shop operation. What is your view on the Council's approach and what are the plans for it in your administration? Specifically, do you plan to change the manner in which it reviews and approves grants? Also, do you plan to increase it funding?
12. Citizens in South DeKalb County have been trying to get information about what happened to Soapstone. What is its current status? What happened to its funding? Is there any plan to reopen a tax-funded arts center in South DeKalb in the near future?
13. How does a citizen become involved in whatever arts activities sponsored by the county in South DeKalb?
14. Under the old administration arts funding was done on a North/South formula. Do you plan to continue this convention? If not, why and what will be your scheme for equitable funding? Also, the old administration announced plans to build an arts center in South DeKalb on Rainbow Road on the site of the old Mathis dairy, will the arts center being discussed now take the place of that center? If yes, what will happen to the money appropriated for the center in South DeKalb? Will this new center be located in South DeKalb?
15. Now to the present, although I arrived late, I went to the countywide arts funding meeting a few weeks ago. I found out the meeting was taking place from someone who was in attendance. Unfortunately, I did not hear any of your remarks, therefore I did not get an overview of what the meeting was to accomplish. Is there an overview of the aims of that meeting available to the public?
16. During the group session in which I participated, there was talk of building an arts center somewhere in DeKalb County. If that is the plan, how far along is this proposal currently? Has any funds been appropriated. If yes, how much?
17. Talking to Commissioner Jackie Scott regarding the plans discussed at the meeting she said, "Commissioner Walker had brought up the proposal at one of their meetings but they had turned it down." So, other than that, she knew nothing about it. Did the plan artists and arts groups' representatives discussed originate with your office? If not, were we discussing Commissioner Walker's proposal? Does it matter either, way when it comes to funding the project?
18. The facilitator at the meeting gave me the impression the people in attendance would be associated with developing the plans for the new center. Is that the plan or was that a hope on her part? If that is not a part of the plan, how will citizens be able to get involved in the process?
